The BOC-3 designates a process agent in each state where the company operates, to accept legal documents on its behalf.

Carriers, brokers and freight forwarders seeking operating authority must designate a process agent in each state where they operate (49 CFR Part 366), usually through a blanket process-agent company ("BOC-3 filer") that files electronically for all states. Authority is not granted without it.

Blanket companies file through FMCSA's Motus registration system (early access for filers began December 2025; full launch May 2026).
