Foreign drivers and equipment generally may not move domestic point-to-point freight inside the other country. In Canada, a foreign-based truck or trailer imported temporarily for international transport may make one point-to-point movement within Canada only immediately before or after its international trip, and never Canada–US–Canada or US–Canada–US in transit (CBSA Memorandum D3-1-5). The US applies similar limits. Breaking cabotage rules can lead to penalties, seizure and driver inadmissibility.
