Compliance, Safety, Accountability (CSA) uses inspection and crash data organised into Behavior Analysis and Safety Improvement Categories (BASICs).

CSA organises roadside inspection, violation and crash data to prioritise carriers for intervention. The long-standing categories ("BASICs") are Unsafe Driving, Crash Indicator, Hours-of-Service Compliance, Vehicle Maintenance, Controlled Substances/Alcohol, Hazardous Materials Compliance and Driver Fitness.

Methodology change. FMCSA finalised an enhanced Safety Measurement System (Federal Register notice of 20 November 2024): BASICs become "compliance categories"; Controlled Substances/Alcohol violations move into Unsafe Driving; Vehicle Maintenance is split, adding Vehicle Maintenance: Driver Observed; violations are grouped and weighted 1 or 2; percentiles require a roadside violation in the past 12 months; some intervention thresholds change. Industry sources report the new system went live in 2026 — confirm the launch date and current categories on the CSA website before teaching this as current.
