Hazardous materials transport requires proper classification, packaging, marking, labelling, placarding, shipping papers and training (49 CFR Parts 171–180, PHMSA). Carriers of certain high-hazard materials need an FMCSA hazardous materials safety permit — and a USDOT number even for intrastate moves (49 CFR 385.403) — and must carry higher insurance ($1 million or $5 million, 49 CFR 387.9). Many shippers and carriers must also register annually with PHMSA. Drivers need a CDL with the hazmat endorsement.

Dispatchers should never book hazmat freight for a carrier or driver without the proper permit, registration, endorsement and insurance.
