The National Safety Code sets minimum safety standards for commercial vehicles; provinces and territories administer and enforce them.

Carriers obtain a safety fitness certificate (and carrier number) from their base jurisdiction. Federally regulated (extra-provincial) carriers follow federal regulations such as the hours-of-service and ELD rules, enforced by provinces.
