UCR is an annual registration and fee for interstate motor carriers, brokers, freight forwarders and leasing companies. Carrier fees are tiered by the number of power units; brokers and freight forwarders that operate no vehicles pay the lowest tier. Registration for a year opens the previous October (the 2027 registration was open on UCR.gov at the time of checking) and states enforce from 1 January of the registration year.

Fees change from year to year — always use the current fee table on UCR.gov.
