Trucks entering the US must submit an electronic manifest through ACE before arrival; PAPS links the shipment to the customs entry.
Trucks entering the United States must submit an ACE e-Manifest at least one hour before arrival at the first port; FAST/CTPAT-qualified shipments may submit 30 minutes before arrival. The PAPS number (SCAC + shipment number) is given to the US customs broker so the entry can be filed before the truck arrives.
